Now that the tributes are done, we've got between 12 and 15 more monster slots to fill up in the deck. This is the area where a Machine deck really suffers; as there are only a few Level 4 or lower machines with high ATK values and good effects; the good news is that ATK values aren't everything any more.
Reflect Bounder
Effect Monster (Machine / LIGHT / 4 Stars / ATK 1700 / DEF 1000)
Limiter ATK: 3400!
When this face-up Attack Position card is attacked by a monster on your opponent's side of the field, before damage calculation is resolved in the Damage Step, this card inflicts damage to your opponent's Life Points equal to the ATK of the attacking monster. Then, after damage calculation is resolved, this card is destroyed.
[Reflect Bounder] is a great monster to annoy your opponent with, as they'll probably try to get rid of it with monster removal. If that isn't an option, then they'll be taking a minimum of 1700 direct damage when they battle it. That's the good news; the bad news is if [Reflect Bounder] is attacked by a monster he automatically destroys himself afterwards, and your opponent will probably know this. Still, 1700 ATK is still good for a 4* monster and we'll be using the semi-restricted maximum of 2.
Steamroid
Effect Monster (Machine / EARTH / 4 Stars / ATK 1800 / DEF 1800)
Limiter ATK (before effect): 3600!
Limiter ATK (after effect): 4600!
If this card attacks your opponent's monster, increase the ATK of this card by 500 points during the Damage Step only. If this card is attacked by your opponent's monster, decrease the ATK of this card by 500 points during the Damage Step only.
When he attacks, he's a 2300 ATK monster; when he's attacked, he's a 1300 ATK monster. Big offensive, small defensive, and still I'll be testing out 2 in this deck. He can run over every widely-played non-tribute monster and doesn't have the side-effect of changing to defense-mode with less than 1500 DEF afterwards (although an effect like that would help him due to his other effect).
Cannon Soldier
Effect Monster (Machine / DARK / 4 Stars / ATK 1400 / DEF 1300)
Limiter ATK: 2800!
Tribute 1 monster on your side of the field to inflict 500 points of damage to your opponent's Life Points.
[Cannon Soldier] is best reserved for the 'final push' once [Jinzo] and [Blowback Dragon] remove any threat on the field; he attacks directly with the rest, then allows you to tribute each monster on your field (including himself) for an extra 500 damage per monster.
Dekoichi the Battlechanted Locomotive
Effect Monster (Machine / DARK / 4 Stars / ATK 1400 / DEF 1000)
Limiter ATK: 2800!
FLIP: Draw 1 card. If you have face-up "Bokoichi, the Freightening Car" card(s) on your side of the field, draw an additional card for each of them.
Another interesting effect, but he's difficult to be offensive with. Still, we'll be using 2 due to his "flip and draw" effect. Interestingly these "flip and draw" monsters are useful even if hit by [Nobleman of Crossout] as they remove themselves and any copies that might have been future problematic draws.
Cyber Phoenix
Effect Monster (Machine / FIRE / 4 Stars / ATK 1200 / DEF 1600)
Limiter ATK: 2400!
While this card is in face-up Attack Position on your side of the field, negate the effects of any Spell or Trap Card that targets 1 Machine-Type monster on your side of the field. When this face-up card on the field attacks or is attacked, and it is destroyed as a result of battle and sent to the Graveyard, you can draw 1 card from your Deck.
When [Jinzo] and [Spell Canceller] aren't around, this monster is a very useful alternative; he prevents any Machine monster on your field being targetted by a spell or trap effect, so [Enemy Controller] and [Sakuretsu Armor] will have to wait for another time. As an added bonus, when this card is destroyed and sent to the graveyard as a result of battle (as it inevitably will be with 1200 ATK) then you get to draw a card to make up for the battle damage. The only downside is the non-targetting [Smashing Ground], and unless you happen to have a tribute monster on the field chances are this guy will be hit.
Kinetic Soldier
Effect Monster (Machine / EARTH / 3 Stars / ATK 1350 / DEF 1800)
Limiter ATK (before effect): 2700!
Limiter ATK (after effect): 6700! O_O
When this card battles with a Warrior-Type monster, increase the ATK and DEF of this monster by 2000 points only during damage calculation.
In any modern CC deck, there will be a number of Warrior sub-type monsters; [D.D. Warrior Lady], possibly [D.D. Assailant] and [Don Zaloog] and commonly [Mystic Swordsman Lv2] to deal with face-down monsters. When any of those battle this card, he's a 3350/3800 monster.
Yes, that's right, 3350 ATK and 3800 DEF in a 3*.
Although it may be a risky move, I'm going to test 2 of these in the Main Deck. The true reason for this, though, is that Machines have very few options right now.
Cyber-Stein
Effect Monster (Machine / DARK / 2 Stars / ATK 700 / DEF 500)
Limiter ATK: 1400! xD
Pay 5000 Life Points. Special Summon 1 Fusion Monster from your Fusion Deck to the field in Attack Position.
I hate this monster, but I have to mention him. Famous for the OTK (One Turn Kill) involving him and either [Blue Eyes Ultimate Dragon], [Cyber Twin Dragon] or [Cyber End Dragon], any of which equipped with [Megamorph] and possibly boosted by [Limiter Removal] for the last 2 that's designed to win in a single attack (maybe 2 with [Cyber Twin Dragon]); this monster is annoying. I won't be main-decking or side-decking any of these in this deck due to the nature of the monster, but some people still consider it 'tech'.
Drillroid
Effect Monster (Machine / EARTH / 4 Stars / ATK 1600 / DEF 1600)
Limiter ATK: 3200!
If this card attacks a Defense Position monster, destroy the monster with this card's effect without applying damage calculation.
This is the machine deck's version of [Ninja Grandmaster Sasuke] and [Mystic Swordsman Lv2]. Although 'FLIP' effects activate, he automatically destroys any defense-mode monster that he battles without applying damage calculation; this means he can wipe anything from [Spirit Reaper] to [Labyrinth Wall] and you still won't take any battle damage. Nice.
Gear Golem the Moving Fortress
Effect Monster (Machine / EARTH / 4 Stars / ATK 800 / DEF 2200)
Limiter ATK: 1600! xD
Once per turn, during your Main Phase 1, by paying 800 Life Points, this card can attack your opponent's Life Points directly this turn.
No matter how much you argue against it, some kind of defense in case of emergencies it always needed; that's an additional reason for the play of [Spirit Reaper] outside of his hand-reduction effect. This monster serves a dual-purpose here of preventing your opponent's attacks (even [Cyber Dragon] can't wipe it out in battle) and being a magnet for [Smashing Ground]s. Your opponent activates a copy in the hope of destroying [Blowback Dragon], you chain [Call of the Haunted] targetting this and your monster is safe for another turn.
Heavy Mech Support Platform
Union Monster (Machine / DARK / 3 Stars / ATK 500 / DEF 500)
Once per turn, during your Main Phase, if you control this monster on the field, you can equip it to a face-up Machine-Type monster on your side of the field as an Equip Spell Card, OR unequip the Union equipment and Special Summon this card in face-up Attack Position. When equipped to a monster by this card's effect, that monster's ATK/DEF is increased by 500 points. (1 monster can only be equipped with 1 Union Monster at a time. If the monster that this card is equipped to is destroyed, this card is destroyed instead.)
A 500 ATK & DEF bonus plus protecting the monster from any kind of destruction; 3 would be overkill so we'll use 2.
Oh, and in the OCG, you can tribute this for [Deck Destruction Virus of Death]
The non-tribute lineup for this deck is:
Main Deck: 16
+ 2x Reflect Bounder
+ 2x Steamroid
+ 1x Cannon Soldier
+ 2x Dekoichi the Battlechanted Locomotive
+ 1x Cyber Phoenix

Side Deck: 5
