In an auction house, bids are based on the maximum amount the bidder is prepared to pay overall, including  the amount that will become due to the auction house as the buyer's premium.

The same applies on eBay, all bids will be up to the maximum total amount each of the bidders will be prepared to pay.  How the  final amount payable  is split  between  the  bid  price  and  the  postal  charge  is irrelevant.
