Yet another new scam by those people who prey on the unsuspecting.
This scam is aimed at eBay members that might recently have changed their credit card details on eBay and is designed to obtain usernames and passwords by directing the unwary to a false eBay website.
It is operated by sending this email.......
Dear Value Member,
Due to our New Credit Card Agreement, you are required
to confirm your identity as well as the new terms and
conditions in order to keep using our site.
To confirm your identity fill in the required information
after you log into our Electronic Identity Verification
Program.
At the end of the confirmation process you will need to
confirm the terms and conditions of the New Credit Card
Agreement.

Of course the English is pathetic, rather like the scammer!!!
Forward the offending email to eBay and just forget all about it. The scammer does not know you, these are always random.
