When a seller gets hit by bogus buyer Paypal dont help

A buyer recently bought an item from me, and paid via Paypal, it turns out that this buyer used identity of another genuine Ebayer. Paypal payment cleared therefore I sent item, two days later Paypal reversed payment?. In spite of me informing Paypal & Ebay this bogus buyer was still buying many items, up to 20 items per day, and having them sent to a London address, this was supplied to both Ebay & Paypal. Ebay said to contact Paypal, and Paypal said to contact Ebay ??? . Same company, passing the buck. Ive lost my item, and payment. Ebay said the best I can do is claim back postage, not good enough. Taking this further, as both Ebay & Paypal manage this site and therefore are responsible for this hacker buyer being able to continue buying, even after Ebay being informed of this. They seem to be only interested in getting you of the phone ( Ebay help line ) as soon as they possibly can. Integrity is not there!
