you are emailed by someone claiming to be the owner of the item . they offer the to you by setting up a safe transaction. you then recieve a fake email claming to be from the safe harbour team at ebay. it looks the part with various links etc. it tells you that paypal will cover your payments leading you to believe you are safe to pay by money transfer(western union etc.) but of coarse you will never see your goods or your money.ps i think this scam is based in italy
